The sewer under the Downtown peninsula

Downtown was first. In the early 1970s Council approved the policy of separating sanitary and storm sewers, and the City’s own record says the work started in the West End and Downtown areas to begin cutting combined sewer overflows. In 1981 that policy was reaffirmed alongside a 1% life cycle replacement rule for sewer mains, and Council resolved to keep replacing roughly 1% of the system a year, targeting the elimination of combined sewer overflows by 2050.

A combined sewer overflow is what happens when one pipe carrying both sewage and rain gets more rain than it can hold. The excess goes to the receiving water. Around Vancouver that means False Creek, the Fraser River and Burrard Inlet, with outfalls all along the shoreline. Both of Downtown’s shorelines qualify.

The Province’s goal is to end sewage overflows by 2050, and the City is blunt about what that means for an owner. As combined systems get replaced with separated ones, the properties on those streets need separated systems too. Downtown got a head start on that, which is good news and also means a lot of the private side work here has already been touched once.

Above ground the catch basins in the curb are what move storm water into the mains. A clogged one floods the street and the property beside it. In separated areas that water routes back to local streams rather than to treatment. Downtown’s wastewater goes to the Iona Island plant, commissioned in 1963, which serves Vancouver plus parts of Burnaby and Richmond, and which is being upgraded to add secondary treatment.

The ground is low and gentle. Measured elevations put Water Street in Gastown at roughly 11 m and Pacific Boulevard at False Creek at roughly 10 m, against 29 to 33 m along the Robson and Georgia spine. Water leaves the ridge and heads for one shoreline or the other. That is the hydrology of the neighbourhood.

What Downtown owners are actually dealing with

This is the youngest housing stock in the city. Off the City’s own census data for the Downtown local area, 6.9% of dwellings were built before 1960, 3.3% between 1961 and 1980, and 5.3% between 1981 and 1990. Then it takes off. 28.5% went up between 1991 and 2000, 19.8% between 2001 and 2005, 25.7% between 2006 and 2011. 84.5% of Downtown homes were built in 1991 or later.

So there is no clay lateral story here and no root story. 0.0% of Downtown dwellings are single detached houses, and the below grade space is a parkade, not a basement. What you have instead is 35,045 occupied dwellings packed at 94.6 per hectare against 24.8 for the city as a whole, and a set of failures that are mechanical and shared.

The 1991 to 2000 slice is the one to watch. It is the single largest decade block Downtown at 28.5%, and it sits inside the window of the leaky condo crisis, which hit BC buildings built roughly 1985 to 2000. Over 900 buildings and 31,000 units. The same era brought polybutylene, the grey plastic pipe BC Housing records as used for cold and hot water distribution in some residential buildings in the 1980s and 1990s in BC, where the plastic compression fittings have been known to fail early. BC Housing’s minimum guidance is to hire a contractor to replace those fittings with metal ones.

Copper thins as it ages. BC Housing puts copper pipe life at up to 50 years, notes that it thins out and leads to pinhole leaks, and says to consider replacement once the hot and cold domestic water systems are more than 30 years old. It also names the hot water recirculation pipes as generally the first pipes in a building to start leaking. That is the pinhole in a Downtown ceiling, explained.

New does not mean immune. On 15 April 2021 Vancouver House, a 49 storey tower at 1480 Howe Street completed in 2020, flooded from the 29th floor down. At least nine floors were damaged, 17 units were hit directly, and water reached the parking more than 30 storeys below. A failed water gasket. New buildings here are not buildings without water risk.

It depends, and often it is both. If only your kitchen sink is slow, the branch off your unit is partly blocked. If it gets worse the further down the building you go, it is the stack or the building main. We camera your line from the cleanout under the sink to settle it.

BC Housing’s guidance is that high rise and high density properties with a lot of units pushing discharge through one drainage system need stack flushing at least every three years. Properties with no food service, kitchen or laundry facilities can stretch that to five to seven years. It also says to put a camera into the main sewer lines every five years.

Sump pumps sit in the lower level of a residential building, usually in the parkade, and they clear storm water away from the building. BC Housing says to check their operation after heavy rainfall and to plan on replacing pumps and their control panels every 15 years. If yours has never been tested, that is the cheapest thing on this page to fix.
