Why Vancouver Perimeter Drainage Fails

Perimeter drainage – also called weeping tile or foundation drainage – is the perforated pipe buried at the base of your footing that captures groundwater before it pushes through the foundation wall. BC has required it on every new residential build since the 1973 BC Building Code revision, but the type of pipe installed has changed three times since.

Pre-1960 East Vancouver houses on Commercial Drive, Knight, Victoria Drive, and Hastings-Sunrise often have NO perimeter drain at all – just gravel against the footing, or porous clay tile that’s now collapsed. Houses built between 1960 and 1985 typically have unperforated clay tile or vitrified clay pipe that’s brittle, cracked, and root-infested. Houses built between 1985 and 2005 have 4-inch black corrugated polyethylene that crushes under settling soil and sediments up within 20 years. Anything 2005 to today is 4-inch rigid PVC or HDPE, the only material we’ll install today.

When perimeter drainage fails you’ll see one of four things, in order of severity: efflorescence (white powder) on interior basement walls, damp musty smell after the first big October rainstorm, visible water tracking down the wall at corners, or standing water in the basement during atmospheric river events. By the time you see standing water the system has been failing for at least two winters.

What Perimeter Drainage Repair Actually Takes in Vancouver

There are three tiers of perimeter drainage service and they cost very different things. Knowing which you need before anyone digs is the difference between a $1,500 service call and a $35,000 dig.

**Tier 1 – Hydro flushing.** If your tile is still structurally sound but blocked with sediment, roots, or root scale, a high-pressure hydro flush at 4,000 PSI restores flow without excavation. We pull cleanout caps at the corners (or install them if your system doesn’t have them – mandatory upgrade since 2011 BC Code), feed in a sectional jetter nozzle, and flush the line back through the footing to daylight or the storm connection. Cost in Vancouver typically $850-$1,650. Lasts 3-7 years on healthy tile.

**Tier 2 – Spot repair.** If the camera shows a single belly, offset joint, or root-broken section under 8 feet of pipe, we excavate at that point only, replace with rigid PVC, re-bed in clean drain rock and filter fabric, and backfill. Vancouver permit not required for repair under 10 feet. Cost $4,500-$8,500 depending on landscaping restoration and depth of footing.

**Tier 3 – Full replacement.** Two sides or more of the foundation, or any line over 30 years old with multiple failure points, gets a full perimeter drainage replacement. We excavate down to the footing on the affected sides, install 4-inch perforated rigid PVC bedded in 12 inches of clear 3/4-inch drain rock with non-woven filter fabric envelope, run cleanouts at every corner and at the daylight or storm tie-in, then waterproof the foundation wall with peel-and-stick membrane and a dimpled drainage board (Platon or equivalent) before backfilling. Permit required from City of Vancouver Plumbing and Gas. Cost $18,000-$45,000 for a typical Vancouver Special depending on access and finishes affected.

9 Perimeter Drainage Tips from a Decade in Vancouver Foundations

1. **Walk your foundation in the first week of November.** Vancouver’s first sustained atmospheric river typically arrives between Oct 25 and Nov 10. If you see water seeping at the floor-wall joint within 24 hours of the rain starting, your perimeter is failing.
2. **Look for efflorescence before water.** The white powdery stain on basement walls is calcium leached out of concrete by groundwater – it’s the warning sign that shows up 1-2 winters before visible water. Scope the perimeter that fall, don’t wait.
3. **Separate downspouts from the perimeter.** Roof water hitting the foundation drainage doubles the load on a system designed for groundwater only.
