Why Vancouver perimeter drainage fails

Perimeter drainage, also called weeping tile or foundation drainage, is the perforated pipe buried at the base of your footing. It catches groundwater before the water can push through the foundation wall. BC has required it on every new residential build since the 1973 BC Building Code revision. The pipe they put in the ground has changed three times since.

Pre-1960 East Vancouver houses on Commercial Drive, Knight, Victoria Drive and Hastings-Sunrise often have no perimeter drain at all. Just gravel against the footing, or porous clay tile that has already collapsed. Houses built between 1960 and 1985 usually have unperforated clay tile or vitrified clay pipe that is brittle, cracked and root infested. Houses from 1985 to 2005 have 4 inch black corrugated polyethylene that crushes under settling soil and silts up. Anything from 2005 on is 4 inch rigid PVC or HDPE, which is the only material we will put back in the ground today.

The failure is almost never the whole loop at once. It is one leg, usually the leg under the heaviest roof runoff.

What perimeter drainage repair takes in Vancouver

There are three tiers of perimeter drainage work and they are very different jobs. Knowing which one you need before anybody digs is the difference between a service call and an excavation.

Tier 1, hydro flushing. If the tile is still structurally sound but blocked with sediment, roots or root scale, a high pressure flush at 4,000 PSI restores flow with no excavation. We pull the cleanout caps at the corners, or install them if your system never had any, which has been a mandatory upgrade since the 2011 BC Code. Then we feed in a sectional jetter nozzle and flush the line back through the footing to daylight or to the storm connection. Lasts 3 to 7 years on healthy tile.

Tier 2, spot repair. If the camera shows a single belly, an offset joint or a root broken section under 8 feet of pipe, we open that point only. Rigid PVC goes back in, re-bedded in clean drain rock and filter fabric, then backfilled. City of Vancouver does not require a permit for a repair under 10 feet. What moves the number is the depth of the footing and the landscaping that has to come back.

Tier 3, full replacement. Two sides of the foundation or more, or any line over 30 years old with several failure points. We excavate to the footing on the affected sides and install 4 inch perforated rigid PVC bedded in 12 inches of clear 3/4 inch drain rock inside a non woven filter fabric envelope. Cleanouts go in at every corner and at the daylight or storm tie in. The foundation wall gets peel and stick membrane and a dimpled drainage board before anything is backfilled. That one needs a permit from City of Vancouver Plumbing and Gas, and we pull it under our own licence.

What a failing perimeter drain looks like

In order of severity. By the time you get to the bottom of this list the system has been failing for at least two winters.

  • Efflorescence, the white chalky bloom, on the inside of basement walls
  • A damp musty smell that shows up after the first big October rainstorm
  • Visible water tracking down the wall at the corners
  • Standing water in the basement during an atmospheric river
  • Water sitting in a window well after the rain has stopped
  • A gurgle from the cleanout when the downspout runs
  • Moss or a soft spot in the lawn on one side of the house only

Yes. City of Vancouver Plumbing and Gas requires a permit for work on foundation drainage, including full replacements and spot repairs over 10 feet. We pull the permit under our plumbing licence and you get the final inspection signoff from the City inspector.

Modern PVC in drain rock with filter fabric lasts 50 years and up. Pre-2005 corrugated black plastic gives you 15 to 25 years before it crushes. Pre-1985 clay tile runs 30 to 60 years before roots force a replacement. Pre-1960 unperforated tile, or no system at all, should be assumed failed.

Yes, and it is the cheapest money you will spend on the deal. A pre-purchase scope shows exactly what is under the foundation, and it has saved buyers on three deals for us this year alone. Anyone quoting a perimeter drainage replacement off a walk around the driveway is guessing, and that number always goes up once the machine starts.
