Drainage & Plumbing in University Endowment Lands

Need a plumber in the University Endowment Lands? The UEL is an unincorporated area in Metro Vancouver covering 14.13 km² west of the City of Vancouver, with Pacific Spirit Regional Park making up over half its land area. Population is just 3,193 (2021 census) across four neighbourhood areas. The residential portions are organized around Chancellor Boulevard, NW Marine Drive, Acadia Road, Wesbrook Mall, University Boulevard, and Tasmania Crescent. Most of the family homes are 1960s through 1990s builds on large lots, plus older homes in the original 1925-era residential subdivision. Higher than average winds off the Strait of Georgia, snowfall above the urban average due to elevation, fog through Pacific Spirit Park in winter, and over 1,277 mm annual rainfall make drainage a constant.

The UEL was created out of the University Endowment Act of 1907 and the University Site Act of 1911. The first residential lots were sold by public auction in 1925, with development largely halted by the Great Depression and World War II. Pacific Spirit Regional Park was created in 1988 by then-Premier Bill Vander Zalm and now covers most of the UEL as a greenbelt between the developed areas and the City of Vancouver. Only five roads connect the UEL to Vancouver: Northwest Marine Drive, Chancellor Boulevard, University Boulevard, 16th Avenue, and Southwest Marine Drive. Residential areas are concentrated near University Village and University Marketplace at University Boulevard and Allison Road, plus the streets around the University Golf Course on the eastern edge. In-catchment schools are University Hill Elementary, Norma Rose Point Elementary, and University Hill Secondary. Ryan picks up and we camera every line before we quote.

What We See Most

What University Endowment Lands Homeowners Are Dealing With

The UEL faces heavier rainfall than the rest of the city, watershed runoff from Pacific Spirit Park, and an aging stock of 1960s-80s family homes whose drainage systems are at end of life. Add the unincorporated governance (the UEL is administered by the BC Minister of Municipal Affairs, not the City of Vancouver) and you get a community where drainage maintenance is a constant.

  • Failed perimeter drains on 1960s-1980s UEL family homes. The bulk of UEL family homes were built between the 1960s and 1980s on large lots with extensive landscaping. Perimeter drainage from that era is at or past end of life. Cracked tile, root-packed lines, and undersized PVC are common findings. Drain tile repair is the most-requested service here.
  • Watershed runoff from Pacific Spirit Park. Properties on the east side of the UEL back onto Pacific Spirit Park. The 760 hectares of forested watershed combined with mature park trees create root intrusion and high groundwater volumes. Trenchless lining seals cracks. Properly sized perimeter drains handle the actual flow.
  • Heavy west-coast rainfall on the Burrard Peninsula tip. UEL receives roughly 1,277 mm of annual precipitation, concentrated heavily in October through December (over 160 mm/month in November). Perimeter and area drains need to be sized accordingly. Standard residential specs do not cut it on this corner of the peninsula.
  • Sump pumps and battery backup essentials. Power outages and big rainstorms tend to happen together. UEL properties without battery backup on their sump pumps are one BC Hydro event away from a flooded basement. We install commercial-grade pumps with battery backup as standard.
  • Newer Hampton Place and University Marketplace condo plumbing. The newer condo and townhouse complexes near University Boulevard, including Hampton Place and the residential floors of the University Marketplace, have in-suite plumbing realities similar to Downtown towers. Failed angle stops, dishwasher hoses, and toilet wax seals are common service calls. See leak detection.
  • Cracked sewer laterals running through wooded UEL lots. UEL laterals often run through wooded lots with established root systems. Trenchless lining and pipe bursting avoid trenching through forest understory.

Questions

Frequently Asked Questions

Almost always failed or undersized perimeter drains plus an inadequate sump pump. Two-part fix: replace the perimeter with properly sized perforated PVC, drain rock, and filter fabric, and install a commercial-grade sump pump with battery backup. We camera the existing perimeter first.
Yes, regularly. Properties on the east side of the UEL back onto Pacific Spirit and the root systems travel deep into the surrounding properties. Recurring root blockages are very common here. The permanent fix is sealing the crack with trenchless pipe lining or replacing the cracked section.
Typical UEL perimeter drain replacement runs between $12,000 and $25,000 depending on home size, lot conditions, and landscaping restoration. We give a firm price after the camera inspection.
Same as any condo or townhouse: call us, then notify the strata. We trace the leak, identify what is failing, shut off the affected supply, and document everything for the strata insurance claim. See leak detection.
Often yes. Trenchless pipe lining and pipe bursting avoid disturbing the forest understory on UEL lots. The camera tells us if the method is suitable.
The UEL is unincorporated and administered by the BC Minister of Municipal Affairs through the UEL Administration. Some permitting and zoning rules differ from Vancouver. We handle permitting and inspections under the local rules whether your address is in Area A, B, C, or D.
No travel surcharge. UEL is core west-side. Same pricing.
Annually at minimum, twice if you are on a heavily treed lot near the park. Fall leaf load and slope sediment build up fast. See hydro jetting.
Same-day is typical. Emergencies get priority. Call (778) 961-0824.
